Can I top coat latex paint with Pre Cat Lacquer?

I wouldn't. One of the solvents in lacquer is acetone. The acetone will cause the latex paint to soften and wrinkle.

If the goal is to add a protective/durable topcoat, or get a different sheen, a better choice would be a waterbase poly in the sheen of your choice
